If you are using colour, the front page is certainly the place to use it. In fact, even if your brochure is largely in black and white, it is often worth the expense of using at least 2 colours on the front and back to achieve maximum impact. In general use bright and light colours with plenty of space. A dark cover with crowded text implies a dense difficult read and will put people off even opening your brochure.
